[Building Sakai] Sakai 2.8.0 CLE and Tomcat 7

You can still use Tomcat 5.5 with trunk. I'm using TC 5.5 right now as I haven't got around to updating this particular machine just yet. I think the general advice is that eventually everyone should switch over to TC7 for development.
