[Building Sakai] Sakai 2.8.0 CLE and Tomcat 7

That confluence page was actually just updated from Tomcat 5.5.x to Tomcat 7 on September 6th, conveinently four days after I setup a development environment based off of it. I look forward to redoing it tomorrow and updating our own documentation accordingly ;-)
