[Building Sakai] Worksite Setup : Creating Course Site Permission Issues

Hi all,
I only want users to create site of type Project, not Portfolio or Course
Site. So i used the !user.template.registered , derived from !user.template
to effect permissions. So, yes, the type Course is no longer displayed.
However, i still want users to be able to create Course site, but using a
custom tool, via API calls. So, if i do this, the permissions are lost to
the tool too. Makes sense. How do i hide the Course Type option in Worksite
Setup, but still retain permissions to create a Course site.
