[Building Sakai] Admin Sites tool not loading. Unstealthing Lesson Builder Tool in sakai-2.9.0-a01

Hi Brian,

It looks like the Sites tool did not make it into our 2.9.0A01 tag. We will
make sure it gets into the A02 tag.
