[Building Sakai] Portal Chat

I could possibly see turning off features like chat in IE7 if it's using DOM
Storage, but since gears is depreciated as of 12-11, there's just going to
be some things that don't work in IE7 as there isn't an option for some
things.

As google said
""For Web applications to spring even farther ahead of traditional software,
our teams need to make use of new capabilities available in modern
browsers," said Panchapakesan. "Older browsers just don't have the chops to
provide you with the same high-quality experience."

IE7 is now the 3rd oldest browser. By the time 2.9 is released, I'd bet IE10
will be out. This is the same depreciation policy that Sakai has so it seems
reasonable to me.

Though if someone really deems this critical and wants to fix it, that's the
beauty of open source! I'll always consider this a lower priority issue
though and care more about supporting the next generation than the past
generation.
