[Building Sakai] Gradebook 2 in project sites

We are moving to Gradebook 2 version 1.6.1 and are having issues using the tool in project sites.  We are unable to see users who have been assigned the access role in project sites.  We have also verified that the gradable roles in sakai.properties includes the access role.  Any help is appreciated!
