[Building Sakai] Login issue after reset password

Hi:
   We found user cannot login right after admin reset password.
User has to wait 1~2 minutes for new password to take effect.

1. Admin reset user password
2. Admin logout
3. Admin use this user account and new password to login => login failed.
4. wait 1~2 minutes
5. Admin use this user account and new passowrd to login => login ok.

Is this delay by design or configurable in properties file.
