[Building Sakai] [Deploying Sakai] tool icons

Hi Anders,

I've attached a patch to https://jira.sakaiproject.org/browse/SAK-21430 which adds this functionality. Once 2.9 is branched we can see about getting it in to 2.10 as it's only a few lines of code.
