[Building Sakai] Help: Is there a Chinese version of Sakai?

Sakai supports localization, but each tool (really each property file) 
is independently translated.  I believe there is quite a bit of Chinese 
translation already done though, for many Sakai tools, including 
Simplified and Traditional language locales.
