[Building Sakai] Recent fixes/issues with Announcements in Sakai 2.8/2.9

Hi, all.

Since someone else asked me for a list of JIRAs related to recent fixes (and a couple outstanding items) with the Announcements tool in Sakai 2.8/2.9, I wanted to provide this short list of JIRAs that I am familiar with.  My thanks to our friends at The Longsight Group and University of Michigan (and others!) for working so hard to resolve these issues.

Central issue here is the ordering or display of announcements in the Announcements tool.  Most of the big-ticket ordering items have been fixed, thankfully.  There are some notable unresolved tickets to be aware of, though.

"Announcement reorder doesn't work properly with more than 10 announcements"
