[Building Sakai] Proposal for dynamic loading of ServerConfigurationService and component manager primitives

so this invalidiate business, I thought maybe michigan was looking at
moving the jms messageservice stuff into core to do that for sakai
caches in general.  If that was the case, that could replace the need
for the jmx method you were using in the past, yes ?
