[Building Sakai] Possible Bug in Message Center/Forums

Hi All,

We've run into an odd scenario in our Sakai 2.7.1 instance. 

If a site is setup without the Forums tool and it is then added later, it 
seems as though none of the permissions set on Students and TA's are in 
effect for that tool. Students and TA's can immediately delete the initial 
General Discussion default topic. Has anyone else come across this?

I've reproduced it on the Sakai 2.7.1 public dev server as well.

Is there an open ticket for this already? I couldn't find it in the Sakai 
JIRA.
