[Building Sakai] A source management problem: branches/sakai-2.8.x and branches/sakai-2.8.x-all

Hi, I don't know what's the difference between the following branches in
sakai's SVN source repository:

  branches/sakai-2.8.x
  branches/sakai-2.8.x-all

what's the difference? why not use one branch?
