[Building Sakai] Questionmarks in uploaded .html files

After uploading certain .html files to a Sakai site Resources area using WebDav or single file upload and then viewing the file through the Sakai Resources, all spaces in the .html source get displayed as a question-mark in a black diamond (screen shot available on request).  If an .html file is created within Sakai or other .html files have no issue.

Any ideas as to the reason behind this issue and possible resolution(s) is appreciated.
