[Building Sakai] Grades sent to Gradebook option in Tests & Quizzes Settings does not display.

Under Test & Quizzes/Settings in the Grading section the Gradebook options of "None" and "Grades sent to gradebook" are not visible to a professor.    This happens in existing courses and is very problematic with finals coming up next week.  I can see the options in some of the templates but not all.   We have had this problem off and on for years.  I've seen the possible solution of activating GB2, however that does not work for us.  In fact one course that is having this issue has been using GB2 the entire semester.  This problem seemed to arise after our most recent patching of Samigo to 2.7.1.  Oddly enough it seems that courses created after the patch was applied are not affected, it just courses created prior to applying the patch.

Any ideas/solutions?
