[Building Sakai] how do I set up oracle for sakai?

Unfortunately, I think you have to get a VM from Oracle which has the
Oracle XE server installed in it. As far as I know, XE is not
available of OSX. Alternatively, you can setup a pretty quick and
cheap oracle XE server in amazon AWS and run it for a couple dollars
when needed.
