[Building Sakai] RequestFilter in Site admin tool

Hi Zhen,

I believe Adrian meant that if he modifies the behaviour of the RequestFilter in wrapping uploads, will that break the import used elsewhere. Turning off the RequestFilter for handling file uploads is required for some frameworks but may be replied upon for this particular piece of functionality.
