[Building Sakai] Testing for site visit and roleswap

I came across the fact that when swapped to a different role one
kernel method will say you are allowed to an unpublised site
(getSiteVisit()), but another won't (allowAccessSite()). There isn't
any JavaDoc saying that these should be different and so it looks like
a bug, but I thought I'd check if anyone knows different. It's
currently in Jira at:
