[Building Sakai] version 1.1 branch of Lesson Builder

I have just branched Lesson Builder to create release 1.1. This will be the version Rutgers uses for initial 2.8 deployment (although the pom.xml is still for 2.7.1 -- changing it is one line).

While i have more things I want to add, I also need to have a stable version for production use. Since 1.0, here are new things:

* a new structure where support for external tools is all pluggable. That makes it easy to add support for optional tools
* support for Mneme, off by default (so we build if you don't have it)
* allow the author to request a gradebook entry when a page is completed
* add tools to add and remove top level pages (i.e. pages that show in Sakai's left margin) from within Lesson Builder. You can create several at once. That allows someone who wants to create pages for Week 1 - 20 to do so in a single request
* allow you to create and edit quizes, assignments and forum topics from within Lesson Builder. The Samigo interface requires you to add a JSP to Samigo. (This can be done without building Samigo from source.) You have to add something in sakai.properties to show that you've added the JSP, so that we don't generate an error in a default installation.

It should be clear that I'm interested in the best possible integration with the rest of Sakai. Having done that, further priorities will include support for more Sakai tools and things for fully online courses, e.g. automatic generation of completion certificates.

Screen shots in confluence haven't been updated yet.
