[Building Sakai] Maven target directories - SAK-20291

Nice, but the change to the master/pom.xml is insufficient if the desire here is to be able to specify a sakai.build.directory in a local settings.xml that's good across all core projects.  One also needs to add the property to the kernel base pom and the purepoms.
