[Building Sakai] Fwd: IE 9 has been released

Also, I'm not sure what version of CKEditor was implemented for 2.8 but on
16 Feb 2011 they released a special version of CKEditor because of IE9 as
well. So that code may need some updates (or the compatibility mode fix
also)
