[Building Sakai] Lighter Sakai and reset-pass tool.

Hi Miguel,

indie tools are not necessarily  optional - they are onky built
seperately.  That said we do try to keep intertool dependencies to a
minimum.

In this case the site-manage module has a dependency on the
account-validator api to allow for the validation workflow. You could
deploy just the API to shared lib if you don't plan to switch it on.
