[Building Sakai] melete access as student

I have only added the permissions as per the melete guide. See step 8 of
http://etudesproject.org/release/melete/install-guide.htm

I am not sure the comment applies in this case as these are the recommended
permission settings.

Note: The problem is that if a student attempts to view melete in a course
that they are a student, they get error 401 - "You are not authorized to
view this page, This request requires HTTP authentication (You are not
authorized to view this page)".
