Thanks for all your replies....
Because the exception log seems like CacheManager issue.
I think it maybe some configurations or some things wrong. We will use
Sakai as our LMS platform, therefore, I want to solve this problem by
minimal effort..
AnyBody could give me any suggestions to debug this, or according your
professional experience, what will cause this problem?
Any suggestion is appreciated~
After start sakai by JAVA_OPTS=-Duser.language=zh -Duser.region=TW,
and enter http://localhost:8080/portal , sakai console will occur this
excpetion. and the homepage will generate error report
org.sakaiproject.portal.api.PortalHandlerException:
java.lang.IllegalStateException: The CacheManager has been shut down. It
can no longer be used.
at org.sakaiproject.portal.charon.SkinnableCharonPortal.doGet
(SkinnableCharonPortal.java:877)
caused by: java.lang.IllegalStateException: The CacheManager has been shut
down. It can no longer be used.
at net.sf.ehcache.CacheManager.checkStatus(CacheManager.java:946)
at net.sf.ehcache.CacheManager.cacheExists(CacheManager.java:837)

Hi Joan,
Traditional Chinese hasn't updated since version 2.5. I don't think it
will be suitable for running current Sakai CLE 2.8 with traditional Chinese
unless someone update the properties files. Hosei University contributed
traditional Chinese properties and help files to Sakai foundation and has
no plan to update it due to our resources.

Hi Joan,
Probably it's because traditional chinese properties bundles needs to be
updated.
Can you see something in traditional Chinese or nothing at all? Can you
tell us if you are finding something "strange" at logs
(DateFormatException?)?

I have try simplified Chinese is ok.. -Duser.language=zh
-Duser.region=CN
But it's not work for traditional Chinese
