[Building Sakai] NeoPortal Adjustments?

The 2.9 NeoPortal tool pull-down currently doesn't display more than 14 tools (see https://jira.sakaiproject.org/browse/SAK-20944) -- which gives users a truncated list of tools without any reason why. I'd suggest that the simplest way to fix this would be to display all tools without truncating the list. The next best option might be to display only a configurable set of "core" tools, and otherwise display an explanatory note. More details are in the JIRA.
