[Building Sakai] Upgrading from msgcntr 2.7.0 to 2.7.4?

MsgCntr 2.7.0 has several performance issues related to OR queries.  Oracle
may not exhibit the poor performance.  MySQL definitely will exhibit the
poor performance.  If you are running on MySQL, the upgrade to 2.7.4 is
strongly recommended.
