[Building Sakai] web services, adding a web content tool

Folks,
Got a request to add web content tool to a bunch of sites.  While it's
pretty straight forward to do a web service to add a tool to a site, how
does one handle adding a web content tool URL to the newly added tool?  Any
suggestions?
