[Building Sakai] Tests & Quizzes: How is "Assessment Released to: Anonymous" used

Hi T&Q users,

Stanford does not make use of anonymous access so I want to find out how 
it is used out there in the Sakai world. A Sakai user recently reported 
a usability issue wrt to inconsistencies in assessment buttons showing 
up depending on how a student accessed the assessment. I'd like to 
understand how anonymous access is used in order to inform my decision 
about how to best handle the UI inconsistencies.
