[Building Sakai] gradebook2: external tools (samigo/assignment) reported scores handling

Wow, this has generated a swift and raucous response :)

7 days is my limit: I can't hold back anymore with my opinions on the matter...

I think that gradebook2 gradebooks in letter grade mode need to
convert points reported to the appropriate letter grades, and use the
letter grade mapping values for the stats

But, since that *may* require some persistence of the converted value,
a sort of tangential need is to have those external grade sources be
re-consulted during mode conversions like from LetterGrade to Points
mode.

IOW, the gradebook2 code should use a mapped grade that fits within
the mode of the current gradebook, and the stat's should be calculated
using that lens.

I am 110% positive we could find a few instructors who would want to
see the stats be skewed by out-of-range values, but it seems to me to
be a bit of a perversion and the desired results better reached some
via other means
