[Building Sakai] Gradebook Options does not display (specifically Grades sent to Gradebook)

We've discovered that when using Gradebook2 (are you using gradebook2?), the
send-to-gradebook options do not appear in Assignments OR T&Q unless the
site owner actually *clicks* one time on the gradebook2 tool in the site to
"activate" the tool.  Then, the options magically appear in T&Q and
Assignments.
