[Building Sakai] Gradebook Options does not display (specifically Grades sent to Gradebook)

Does this happen to this specific site only? Can you reproduce this issue
using the same assessment type in other sites? Can you reproduce this issue
using the same site with other assessment types? By reading the code, these
are the only two conditions control the show/hide of Gradebook Option.
