[Building Sakai] SAK-19812: wurfl.zip upgrade results in 404 error (nightly trunk, 2.8.x, 2.7.x)

The wurfl.zip upgrade recently applied to trunk, 2.8.x and 2.7.x, while not breaking the build in a strict sense, results in a 404 error after starting up Tomcat.

Nightly2 trunk returns a 404 error as does 2.8.x and I presume 2.7.x will do as well.

Taking out trunk and two maintenance branches might just set a new record.  We should have a T-shirt for this.  :)

I'm reverting 2.8.x and trunk now.
