[Building Sakai] Adding comments to assessments with no submission

Hi, I have a question re: https://jira.sakaiproject.org/browse/SAM-672

Does anyone know if there is a property setting or other configurable value
I can use to turn this feature off?  I'm working with an instructor who
teaches a course where only a handful of students submit assessments online
- the rest submit paper assessments in class. The instructor wants to add
comments to the unsubmitted assessments using Samigo.
