[Building Sakai] rWiki bug and patch

>From subversion logs, looks like fix (SAK-18145 merge r74430) was merged
into in 2.7.0 and 2.7.1.

However, this change was reverted by revision 75950 so that's why it's
broken. :(

A few other files were changed by 75950, these should probably be
investigated.
