[Building Sakai] Sakai and shibboleth

We've just completed a project to more fully integrate the Stockholm Shibboleth work into Sakai, but also to add a stack of improvements like allowing previous users of the system to automatically be converted over to a federated account. This was originally completed for the Australian Research Collaboration Service (ARCS) but we are going to retrospectively add this to our own Sakai deployment at ANU so that existing external users that are part of a participating institution in the Australian Access Federation can have their account automatically linked back to their home provider.

We'll be getting this info up onto Confluence within the next few weeks.
