[Building Sakai] Update on 2.8 Oracle conversion scripts

Hello,

In last 24 hours, I have been working away at 2.8 Oracle 
conversion script issues attached to these Jiras:

If you are receiving notifications, please take a look at these 
issues ASAP and make the relvant fixes and commits. They are 
BLOCKERS for the 2.8 release.

In many cases, I have suggested SQL statement modifications. If 
you need more individualized help, please let me know.
