[Building Sakai] Maven can't locate sakai-fck-connector, install fails

Sakai won't build currently with Maven 3. See this thread for details

the SNAPSHOT artifacts from the ".x" builds aren't in the repositories, that
have to be compiled by maven. This is probably related to the maven 3 issue
as well. Artifacts for numbered releases "like 2.7.1" are in the repository.
