[Building Sakai] Need to Change Help link in Welcome Page.

Hi Bahnu,

Take a look at the portal vm templates. You can add the help link wherever you like:
https://source.sakaiproject.org/svn//portal/trunk/portal-render-engine-impl/pack/src/webapp/vm/defaultskin/

One issue might be the context sensitive feature may not pickup the current tool properly though.

You can then suppress the help link in the nav menu:
https://confluence.sakaiproject.org/display/DOC/Sakai+Properties+Reference+-+H
