[Building Sakai] PDA portal

There is code that does the autoforward, it's based on the WURFL library and is on by default (you can disable this, see below). At the moment, any iOS device (plus a range of others) goes to the PDA portal, but you can go back by clicking the 'switch to full view' link. This sets a cookie so you stay on the full view for that session.

To disable the auto forward for your installation, set portal.pda.autoredirect=false, see https://jira.sakaiproject.org/browse/SAK-18800.
