[Building Sakai] Weird issue with wurfl.zip

SAK-19670 -	Update WURFL definition file
SAK-19812 - Update to latest WURFL	
SAK-18761 - upgrade WURFL definitions to 2.0.18

There were many other updates to resolve various issues - search for WURFL in Jira.
