[Building Sakai] Sakai.Messages Permissions

Hi,

Let me know if someone can help me.
I'm trying to delegate permissions for only one type of user in sakai.
I want the user be able to read messages, but not able to send, I've already
setup the permission "mail.read", but it seems didn't worked.
Could it be possible?
I'm using Sakai 2.7.1.
