[Building Sakai] Creating new tool in Sakai 2.6

I am a Java developer in Columbia University and I am assigned to
develop a new tool in Sakai.

I searched thru documents in Sakai confluence and Google but did not get
clear idea.

 

So I am looking for some help regarding new tool development in Sakai,
