[Building Sakai] Turnitin issue with new users

Steve,

I'm up for testing this out. We are on Sakai 2.7 and are using the
sakai_2-6-x branch of the turnitin code. I can test things out on our dev
server and if it's looking good throw it in production after this semester
is over (last day of classes is May 21).

Let me know where you want me to start.
