[Building Sakai] Turnitin issue with new users

I've thought a little bit about ways to migrate from single instructor 
to full instructor provisioning, including that you might just be able 
to make the change and have it start working (ie. instructors would just 
start being added for new courses, and that old instructor account would 
just stay around for older courses).   If you'd be up for testing this 
let me know, and we can work on it.

Currently the targetted versions for trunk are 2.7, 2.8, and 2.9/trunk.  
Maybe 2.6.
