[Building Sakai] Proposal for Sakai CLE mobile app

Hi all,

As you already know I have been selected to GSoC and to work with Sakai.
:-)
Thank you all for the feedback and support you given to me. Specially
information I got from my mentor Steve really helpful for me to come up with
this proposal. Looking forward to work with you all.
