[Building Sakai] Proposal for Sakai CLE mobile app

Hi all,

I have added my proposal for "Sakai CLE mobile app" to GSoC melange site. It
would be great if you can add some feedback there.
Under "additional information" section I added the direct link to my
proposal which is in a google doc.
