[Building Sakai] sakai-2.8.0: new features

I've compiled a draft page in Confluence of Sakai CLE 2.8.0 new features.  It's based on a review of 1600+ Jira tickets.  I'd appreciate it if project teams would take a few minutes to review the list of tickets associated with their area(s) of responsibility and write me if any new features are not listed.

While I've provided brief 1-2 line descriptions for each individual ticket I have made no attempt to provide a general (user-friendly) summary of changes.  I welcome assistance in this area as I may well not have time to generate polished prose before I start tagging the release--a job I hope to commence next week.
