[Building Sakai] Restoring deleted files from drop box

So if files were deleted from the dropbox and this patch hasn't been applied
is it not possible to retrieve the files?

I am able to see the deleted files in question in the
CONTENT_RESOURCE_DELETE table, but when I check the file_path the file isn't
there anymore.

We are running sakai 2.6.x and mysql 5.1 with file system storage.
