[Building Sakai] Problem with linking to parent sites from worksite setup tool

I don't think there is a JIRA - file one and assign to me.   I will get right on it.

Add a bit more description to make sure I can reproduce it.  I am sure the fix will be simple and easy to get back to 2.7-x
