[Building Sakai] Quartz Scheduler in a clustered Sakai

The 'back-office' approach is really clean, and allows you to isolate
web-services support outside of your production / publicly addressable Sakai
cluster as well. Once your institution has vetted the process it's not too
hard to build out an administrative processing pool for high demand periods.

It's worth the effort.
